What is the Rolling Hills Group?
The Rolling Hills Group, a broad-based group of interested taxpayers and “thought leaders,” was convened in mid-2007 to develop a health reform plan for Tennessee that could serve as a structural model for other states and the nation. Based on initial study, the group agreed on three fundamental characteristics it feels are imperative to meaningful and effective reform:
- Universal insurance employing a mix of private and public structures and funding.
- Health system reforms that produce a higher value for the dollars spent on care and increase the use of best practices and evidence-based decisionmaking.
- Funded through changes to the federal tax code and the better use of existing funding and resources without adding new costs.
Working within that framework, Rolling Hills Group has crafted "The Rolling Hills Group Plan for Healthcare Reform."
